Looking at the account of the 12 spies going into Canaan to give a report back to Moses (Numbers 13 & 14) we see 10 spies who took "measure" of the land and said it was impossible to conquer. Only Caleb and Joshua reported back the good and noted that with God's help, the land was theirs. Twelve men, two different "measurements", the rest is history.
